Imagine trying to compress an entire basketball season — the buckets, the boards, the dimes, the bricks, the giveaways — into a single number you could rattle off in one breath. That's the promise of Player Efficiency Rating, or PER. It's the box-score stat that tries to answer a deceptively simple question: how productive was a player, per minute, once you strip away the noise of pace and playing time? It won't tell you everything. But for two decades it has been one of the first numbers analysts reach for when they want a quick read on a player's season.
Who built PER, and the idea behind it
PER was created by John Hollinger, a basketball writer and analyst who later moved into an NBA front-office role. His goal was to roll a player's positive accomplishments and negative outcomes into one per-minute rating. That per-minute framing matters: a reserve who plays 18 high-impact minutes shouldn't be buried just because a starter logged 36. PER measures the rate of production, not the raw total.
Two adjustments make the number comparable across eras and teams. First, it's pace-adjusted, so a player on a fast-breaking team that racks up extra possessions isn't automatically inflated over someone on a slow, grind-it-out squad. Second, it's league-normalized, and this is the clever part: PER is calibrated every season so that the league average is always exactly 15.0. That fixed anchor is what makes the scale readable at a glance. A 19 means roughly the same caliber of season whether it was posted in a high-scoring year or a defensive slog.
The benchmark scale: reading the tiers
Because the average is pinned at 15.0, you can map a player's value onto rough tiers without needing context for the specific season. Treat these as ballpark bands, not hard cutoffs:
- Around 15 — a league-average rotation player; the baseline everyone is measured against.
- Around 20 — solid starter to borderline All-Star production; a clear contributor carrying real load.
- 25 and up — MVP-caliber territory, the level of a genuine offensive engine and franchise centerpiece.
- 30 and up — historic, rarefied air; the kind of season that lands in all-time leaderboards rather than just the annual top ten.
The reason these bands hold up year to year is the normalization. The number 15 is engineered to mean "average," so anything north of 20 is, by construction, well above the typical player — no era adjustment required on your end.
What PER rewards and what it punishes
PER is built from the box score, so it credits the things the box score captures. On the positive side, it rewards:
- Scoring volume paired with efficiency — made field goals, made free throws, and the bonus that comes from hitting threes rather than long twos.
- Rebounds on both ends, since possessions secured and second chances created are real value.
- Assists, crediting the player for setting up a teammate's bucket.
- Steals and blocks, the two defensive events the box score actually records.
On the negative side, the formula subtracts for the costs of trying:
- Missed shots — every brick is a possession spent for nothing, so high-volume scorers who shoot poorly leak value fast.
- Turnovers — giving the ball away is penalized directly, since a wasted possession with no shot attempt is among the most costly outcomes a player can produce.
That tug-of-war between production and waste is the engine of the whole stat. Do a lot of good things efficiently and the number climbs; do a lot of things sloppily and the misses and giveaways drag you back toward — or below — average.
A worked example: why a high-usage scorer posts a big PER
Here's the intuition, stripped to its core. Picture a primary scorer who handles a huge share of his team's offense — high usage rate, lots of touches, lots of shot attempts. Suppose he converts those attempts at a strong clip, gets to the line often, and chips in rebounds and assists along the way. Every made basket and every drawn foul is a positive entry in the PER ledger, and he's accumulating those entries at a high rate per minute because the offense flows through him.
Now weigh the cost side. Even an excellent scorer misses plenty of shots and coughs up a few turnovers in that heavy workload. PER does subtract for those — but if his efficiency is high enough, the volume of positive plays simply overwhelms the negatives. The math tilts strongly in his favor: a lot of credited production, only partly offset by the unavoidable misses. That's why the league's elite shot-creators routinely sit in the 25-plus range across their MVP seasons. High usage, when paired with high efficiency, is a PER multiplier.
The flip side of that same mechanism is the source of PER's biggest knock — and it's worth understanding before you lean on the number too hard.
The well-known criticisms
PER is useful, but it is not the final word, and the people who study it most are also its sharpest critics. The recurring complaints:
- It leans toward volume scoring. Because shot attempts that go in are rewarded, a player who shoots often can pile up a respectable PER even at middling efficiency, as long as the raw made-bucket count stays high. It tends to flatter high-usage scorers more than it should.
- It can overrate a "chucker." The penalty for a missed shot is real but modest relative to the reward for a make, so a player who shoots a lot at unremarkable accuracy isn't punished as harshly as on-court reality might suggest.
- It is weak on defense. Steals and blocks are the only defensive contributions the box score logs, so the things that define elite defense — positioning, rotations, deterrence, switching, contesting without fouling — are essentially invisible to PER. A lockdown stopper who doesn't pile up steals can look ordinary by this metric alone.
Hollinger himself never pretended the stat was complete. He acknowledged that PER does a poor job of accounting for defense and openly cautioned against treating it as the last word on a player's value. The metric was designed as a fast, useful summary — not an all-seeing judge.
How analysts use PER today
The modern move is to treat PER as one input, never the verdict. Because it tilts toward volume and shrugs at defense, smart evaluation pairs it with metrics that cover its blind spots:
- True Shooting Percentage answers the efficiency question PER muddies — it tells you how well a player actually scores per shooting possession, free throws and threes included, so you can see whether a big PER is built on real efficiency or just volume.
- Box Plus/Minus (BPM) and similar estimators try to capture a player's net impact relative to an average player, folding in context that a per-minute production rate misses.
- Defensive and all-in-one impact metrics add the side of the floor PER barely sees, so a defensive anchor finally gets credited.
Read together, these numbers triangulate. PER gives you the quick offensive-production read, TS% checks whether the scoring is genuinely efficient, and impact metrics tell you whether all of it actually helped the team win.
